Análisis sobre el Plan Renovar (Ronda 1)

Abstract

El presente trabajo tiene el propósito de analizar la licitación en energías renovables llevada adelante por el Ministerio de Energía y Minería de la República Argentina, llamada Plan Renovar. A partir de una presunción de éxito, se pretende analizar cuáles fueron las características que marcaron dicho éxito del programa. Este trabajo sostiene que las herramientas institucionales diseñadas por el Estado Nacional permitieron la creación de un mercado de energías de fuentes renovables, inexistente hasta el momento en el país. La triple garantía, los beneficios fiscales y aduaneros junto con el establecimiento de un contrato de compra de la energía por parte de CAMMESA son los aspectos distintivos que garantizaron el éxito de esta licitación.

The purpose of this paper is to analyze the bidding in renewable energy carried out by the Ministry of Energy and Mining of the National Government of Argentina, called Plan Renovar. Starting from presumption of success of the public policy, this work intends to analyze which were the features that signed the success of the program. This paper holds that the institutional tools that were designed by the National Government allowed the creation of a new market, a renewable energy market, non-existent in the country at that time. The triple guarantee, the tax and customs benefits along with the establishment of a power purchase contract carried out by CAMMESA, are the distinctive aspects that assured the success of this bidding.
