Abstract
Las armas de fuego se han convertido en uno de los peligros más grandes para la seguridad
internacional. La reconfiguración de las guerras ha traído consigo la reconfiguración de la
seguridad internacional y la forma en que los Estados se enfrentan a ella. El objetivo de esta
tesis es entender el proceso constructivo de remodelación de los estándares de seguridad
analizando el ciclo de vida de las normas internacionales sobre armas pequeñas y ligeras: su
entrada en agenda, su institucionalización y su posterior internalización por parte de los Estados
del sistema internacional. En la actualidad, las normas aún no alcanzan un estatus legitimador
que supere las intenciones reales de las naciones decisoras de la política mundial. Sin embargo,
son capaces de crear los marcos necesarios para construir consensos y estándares
internacionales de comportamiento.
Firearms have become one of the greatest dangers to international security in recent years. The reshaping of wars has brought with it the reshaping of international security and the way in which States confront it. The objective of this thesis is to understand the constructive process of reconfiguration of safety standards by analyzing the life cycle of international norms on small arms and light weapons: their entry into the agenda, their institutionalization and their subsequent internalization by the States of the international system. At present, the norms still do not reach a legitimizing status that can overcome the real intentions of the decision-making nations of world politics. Nonetheless, they provide the necessary frameworks to build consensus and international standards of behavior.
