Abstract
El objetivo de este artículo es comprender, a partir de la evidencia disponible y del debate conceptual en
la literatura académica, las causas estructurales del fracaso escolar masivo en la Argentina y sus posibles
resoluciones en la arena política pública.
Para lograr este objetivo, en primer lugar, el artículo desarrolla el concepto de fracaso escolar masivo y
explora si su aplicación permite explicar datos recientes de inclusión y aprendizaje en el del sistema
educativo argentino. En segundo lugar, el artículo se pregunta si la política educativa tiene capacidad
de revertir ese fenómeno, cuál sería la lógica de esta política y en cuanto se diferenciaría respecto de las
políticas educativas actuales. Finalmente, el trabajo describe las condiciones políticas indispensables
para que dichas políticas educativas puedan tener lugar.
Based on the available evidence and the conceptual debate in the academic literature, the purpose of this article is to understand the structural causes of massive school failure in Argentina and its possible resolutions in the public policy arena. First, the article develops the concept of massive school failure and explores whether it explains the available data on inclusion and learning. Second, it poses the question whether educational policy has the capacity to reverse this phenomenon, and if so, what its logic would be and how much it would differ from current educational policies. Finally, the article describes the indispensable political conditions for such educational policies to take place.
